Pentagon 9/11 Memorial Breaks Ground

The Pentagon Memorial Fund broke ground Saturday in Arlington on the first visitor center for the National 9/11 Pentagon Memorial, the last of the three attack sites to get one.

The $100 million center will rise across Washington Boulevard from the memorial, on land freed by Arlington National Cemetery’s southern expansion, and is expected to open in 2029 with free admission, exhibits, a café, and a bookstore.

The Pentagon opened its memorial first, in 2008, but remained the only one of the three sites without a museum. New York and Shanksville, Pennsylvania, added theirs in 2014 and 2015.

U.S. Sen. Mark Warner, D-Va., who secured $12 million in federal construction money for the project, said fundraising for the rest will continue. “We've got to make sure this story is told in a way that people fully understand and appreciate,” he said.

Appeals Court Hears Abortion Measure Challenge

A Virginia appeals court decided Thursday it will review a legal challenge to a proposed constitutional amendment on reproductive rights set for the November 2026 ballot. The measure aims to protect decisions on contraception, fertility treatments, childbirth, and abortion.

In July, a Campbell County judge dismissed the suit by Bedford County Supervisor Charla Bansley, who argued lawmakers skipped required public-notice steps. The judge ruled the rules were not mandatory and had been repealed.

Liberty Counsel, representing Bansley, sought a faster path to the state Supreme Court, but the appeals court set a due date for Liberty Counsel’s opening brief in the appeal for Oct. 19 instead.

A prior redistricting amendment was struck down on similar procedural grounds.

UVA Out-of-Body Study Surprises Researchers

During a University of Virginia trial on out-of-body experiences, two participants accurately described what researchers were doing in another room—behind closed doors they had no way of seeing.

The study’s main test came up empty. Its 21 participants in Brazil tried to identify a random object on a laptop in a separate room, and their guesses were no better than chance.

But in later interviews, one participant correctly described a researcher seated at a laptop while another read a book farther back. A second correctly placed a researcher taking notes.

Because those observations weren’t part of the trial’s planned measures, researchers say they can’t count as proof. “They also need to be tested prospectively and under rigorous conditions before we can know what they mean,” said UVA researcher Marina Weiler, whose team published the work in the journal Explore.
