Article Icon 1A 'Goldilocks' Budget Forecast

After years of billion-dollar shortfalls, state economists told lawmakers Thursday that Colorado may avoid deeper cuts next year and could even start rebuilding its reserves.

The latest quarterly forecast projects the state will close the fiscal year June 30 with a surplus. "I'm calling it the Goldilocks forecast," chief legislative economist Greg Sobetski told the Joint Budget Committee.

To rebuild reserves to 15% of spending, lawmakers would need to trim only $315 million in 2027-28, or nothing if they hold reserves at the current 13%. Forecasters credited a smaller-than-expected hit from the federal tax law and a higher Taxpayer's Bill of Rights (TABOR) cap pushed up by inflation.

The relief is expected to be temporary. Health care costs are still rising faster than the state can spend under TABOR, and federal cuts to Medicaid and food stamps are set to take effect after 2027.

Poudre School District will eliminate 182 educator positions heading into next school year, citing declining enrollment and a budget shortfall.

The cuts include 110 non-renewed teaching positions and 72 classified jobs eliminated at the end of this school year. The Fort Collins district expects 654 fewer students next fall, citing falling birth rates and families priced out by housing costs.

District officials said that not all the reductions are layoffs, since some vacancies left by retiring or resigning staff went unfilled. The district also approved $5.4 million in raises for the coming year.

The Poudre Education Association questioned raising pay for senior leaders while the district cuts jobs, and parents worry the remaining staff will have to absorb the load.

Article Icon 1Body-Cam Released in Denver Shooting

Denver police released body-camera video Thursday showing two officers shoot a man who was holding a lighter designed to look like a handgun.

The shooting happened June 2 at a Sinclair gas station on Santa Fe Drive, after a multi-agency auto-theft task force tracked a stolen traffic-control truck there. A camera inside the truck had captured the driver holding the gun-shaped lighter.

An Adams County Sheriff's Office deputy and a Colorado State Patrol trooper fired 13 shots as the man walked toward the convenience store, hitting him several times. No Denver officers fired, though the department is leading the investigation.

The man, identified as 35-year-old Joshua Jackson, was hospitalized and faces vehicle-theft and drug charges. Two clerks inside the store were not hurt, and both officers were placed on paid administrative leave during the investigation.

➤ Grand Valley: Mesa County, Grand Junction, Fruita, and Palisade signed an agreement to pool their affordable-housing credits under Proposition 123, the 2022 voter-approved fund. Grand Junction has already cleared its 374-unit target by about 117 units and will share the surplus so its neighbors stay eligible for future grants. (More)

El Paso County: The Sheriff's Office is moving its concealed-handgun-permit process to a fully online system, letting residents apply, renew, change an address, replace a lost permit, and upload documents from home. The platform, called Permitium, goes live June 22. (See Details)

Statewide: Lynn Bartels, the longtime Rocky Mountain News and Denver Post reporter remembered as the "Grand Dame" of Colorado politics, has died at 69. (More)

Article Icon 1Wrongfully Imprisoned Man Freed

A Georgia man wrongfully incarcerated for nearly 21 years was exonerated on Thursday.

Marquez Powell, 41, had been serving a life sentence plus five years after being convicted under a party-to-a-crime theory in the 2005 murder of his best friend, Shah Walton. Prosecutors argued Powell participated in a plan to rob Walton.

New DNA evidence supported that Powell was not involved in the robbery or murder.

His release comes as Georgia begins paying eligible exonerees around $76,000 for each year they were wrongfully imprisoned under the state's new Wrongful Conviction and Incarceration Compensation Act, with additional compensation provided for time spent on death row. 

  Article Icon 1BioLab Fire Lawsuit Alleges Health Impacts

Two Rockdale County sheriff's deputies and a local resident have sued BioLab and other related companies over the 2024 chemical fire at BioLab’s plant in Conyers. 

The lawsuit alleges the companies’ negligence surrounding the blaze and lingering toxic plume led to the three being diagnosed with respiratory damage. 

The chemical plume resulted in the evacuation of about 17,000 people and prompted a multiday shelter-in-place order for tens of thousands more.

Last year, BioLab announced that it was closing the facility. The company declined to comment on the lawsuit, citing the pending litigation. 

Article Icon 1Georgia Takes Part in America250 Time Capsule

For the country's 250th anniversary, Georgia is joining the other 49 states, Washington, D.C., U.S. territories, and the three federal branches in contributing items to a time capsule project led by America250. 

The Peach State will be providing two Fort Moore Georgia Award for Excellence challenge coins and a painted relief medallion featuring The Masters logo. 

The capsule, a custom-designed stainless steel cylinder, will be buried on July 4 at Independence National Historical Park in Philadelphia and reopened in 2276.
