Edouard Comes Ashore, Knocks Out Power

Tropical Storm Edouard came ashore near Johnson Bayou, Louisiana, at 2:20 p.m. Tuesday with 60 mph winds, then pushed heavy rain into Southeast Texas.

More than 30,000 Entergy customers lost power, most of them in Jefferson and Orange counties. Forecasters clocked a 70 mph gust at Texas Point, and a flood watch covers Southeast Texas through Wednesday.

Conroe and Willis school districts canceled classes today. Orange and Chambers counties and the city of Port Arthur declared local disasters. Houston lowered Lake Houston by a foot and barricaded about 45 flood-prone spots before the storm arrived. "It's been all hands on deck," Mayor John Whitmire said.

The heaviest rain shifts into the Piney Woods this morning, with 4 to 5 inches forecast in Polk, Trinity, and Tyler counties. Edouard should fall apart quickly inland, but tropical moisture will keep storm chances alive through the weekend.

Abbott Halts State Funding for Flock

Gov. Greg Abbott has ordered state agencies to stop spending state money on Flock's license-plate-reading cameras. Wylie and Pflugerville canceled their contracts last week, and other communities have followed.

Abbott pointed to privacy. "Citizens are concerned about their Fourth Amendment rights. They have to be protected," he said, days after a Lufkin police officer was indicted on 100 felony counts for allegedly searching Flock's database to track people without authorization.

Gina Hinojosa, the Democrat facing Abbott in November, said the governor is "pretending to pump the brakes right before an election" after paying for thousands of the cameras.

Flock spokesman Paris Lewbel called the technology an important public safety tool. Kyle police used plate readers Monday to recover a stolen car with a 5-month-old asleep inside.

Romo Pleads No Contest, Loses License

Former Cowboys quarterback Tony Romo pleaded no contest Tuesday to a drunken driving charge in Milwaukee and lost his license for six months.

A Milwaukee County court also ordered Romo, 46, to install an ignition interlock device, complete an alcohol assessment, and pay a $784 fine. He remains on leave from CBS Sports, where J.J. Watt has taken over as lead NFL analyst.

A sheriff's deputy stopped him on July 23 at a Milwaukee highway interchange and reported a "strong odor of an alcoholic beverage." Court records list citations for refusing a test, unsafe passing on the right, and an open intoxicant.

Romo said back surgeries ended his NFL career and left him in constant pain, and that trying to quit the medication led to an over-reliance on alcohol. "None of this is an excuse. These are my failures, and I take responsibility for them," he wrote.
