Sewage in Arkansas River, Rail Tax on Ballot, Another Bear Attack

Sewage Spill Fouls Arkansas River

A failed Pueblo wastewater pipe dumped 4.25 million gallons of raw sewage into the Arkansas River this week.

A sewage line patched with concrete inside a stormwater pipe burst under pressure Wednesday and wasn't shut down until Thursday. The stormwater pipe empties into the river east of I-25.

State health officials say downstream E. coli levels are "extremely high" and are telling people, pets, and livestock to stay out of the water through Aug. 31 from Avondale east to Las Animas.

The agriculture department is helping Lower Arkansas Valley melon and produce growers test their water and find other sources. Jack Goble of the valley's water conservancy district said most growers used groundwater this year, offering some protection.

Judge Blocks New Mail Ballot Rule

A federal judge in Massachusetts blocked the U.S. Postal Service's new mail-ballot rule for two weeks Thursday evening.

Colorado and two dozen other states sued Wednesday over the rule, which would make states register every mail voter with USPS and get federal sign-off on ballot and envelope designs. Judge Indira Talwani found that complying before November was "practically impossible."

Attorney General Phil Weiser said the administration is raising new barriers weeks before Election Day. The Trump administration calls the order "commonsense measures" for election security and said Friday it is appealing.

Secretary of State Jena Griswold said Colorado's plans haven't changed, with ballots going to active registered voters starting Oct. 2. A hearing is set for Sept. 3.

Front Range Rail Tax on Ballot

The Front Range Passenger Rail District board voted 14-1 Friday to ask voters for a one-third-cent sales tax to build out the Colorado Connector rail line.

The tax would add about 33 cents to a $100 purchase inside the district's 30 municipalities and raise a projected $295 million in its first year. Approval would extend service to Colorado Springs and Pueblo by 2032.

Starter service between Denver and Fort Collins is already funded for 2029. The southern buildout would cost $2.7 billion.

Board Chair John Putnam called I-25 a single point of failure for Colorado's economy. Former RTD board member Natalie Menten said she opposed paying for a system she expects to use rarely, if ever.

The board met at the federal rail testing center east of Pueblo. Afterward about 150 attendees rode a new Amtrak trainset that hit 125 mph on the test track.
