Tropical Storm Rachel was expected to make landfall overnight in far Southern California, bringing the threat of flash flooding, mudslides, and life-threatening surf.

The state sent two fire engines, a hand crew, and a swift water rescue team to San Bernardino County through Monday morning to respond to mud and debris flows, and a California weather alert warned of possible evacuations and washed-out roads. Gusty winds, widespread showers, and isolated thunderstorms are expected in Rachel’s wake through early Monday.

Along the coast, Newport Beach closed all beaches and piers after high tides flooded 15 to 20 blocks of the Balboa Peninsula, while Long Beach red-tagged five homes, including one at risk of falling into the ocean. Forecasters said the greatest coastal threat would come this morning, when high tides above 7 feet, strong swells, and onshore winds could combine.

Cal OES urged residents to sign up for local emergency alerts at Ready California and never drive through floodwater.

California High-Speed Rail Authority CEO Ian Choudri faced criticism at a public meeting Friday over consultant travel expenses that were paid without advance approval.

A September inspector general’s report found that the authority paid nearly $600,000 in unallowable travel expenses over two years, including trips to gyms, a nightclub, an escape room, a tiki bar, and a cigar lounge. Investigators also found that a contract manager was told to approve trips because Choudri had requested them, and they concluded that the CEO lacked the authority to override the contracts’ travel rules.

Receipts obtained by CBS California Investigates show consultants from KPMG and the law firm Nossaman expensed about a dozen rides to or from the Folsom street where Choudri owns a home, some after 1 a.m. The receipts don’t show who was there or whether Choudri was present, and KPMG said it would reimburse the authority as appropriate.

The authority said, “Only travel that is pre-approved, within contract scope and consistent with state regulations will be eligible for reimbursement.”

No. 21 UCLA knocked off No. 13 Oregon 17-15 on Saturday to improve to 5-0, earning the Bruins' first win in Eugene since 2004.

After Oregon scored with 2:16 left, a UCLA facemask penalty gave the Ducks another two-point conversion attempt, but the Bruins stopped the run to keep the 17-15 lead.

UCLA's defense forced seven turnovers and held Oregon to 89 yards through three quarters. Starting for the concussed Dante Moore, the Ducks' Dylan Raiola threw for 43 yards before being benched.

The Bruins committed three turnovers of their own, all by starter Nico Iamaleava, before a lower-leg injury kept him out of the second half. Running back Wayne Knight scored both UCLA touchdowns.

➤ Fresno: An off-duty ICE agent from Texas was shot early Friday after police say he was found sleeping on a front lawn and, appearing drunk, assaulted a 72-year-old man and his daughter. ➤ Agoura Hills: El Niño rains could delay the December opening of the $114 million Wallis Annenberg Wildlife Crossing, the world’s largest, over the 101 Freeway.
