Rain from the remnants of Hurricane Isaias is soaking North Carolina from the mountains to the coast this weekend.

Rain from the remnants of Hurricane Isaias is soaking North Carolina from the mountains to the coast this weekend.

Isaias came ashore near Destin, Florida, Friday night with 105-mph winds before weakening inland. Its track stayed well west of the Carolinas, but its moisture didn't.

A flood watch covers Buncombe and 13 other mountain counties through Sunday afternoon, with up to 10 inches possible along the Blue Ridge Escarpment. Most of the mountains, dry heading into the weekend, were expected to get 2 to 3 inches.

In the Cape Fear region, WECT forecasters expected the heaviest rain overnight into Sunday morning, with tidal flooding possible. Rain should taper off Sunday afternoon.

The state pre-positioned swift water rescue teams ahead of the storm. "Prepare, don't panic," Gov. Josh Stein said.

Raleigh police credited Flock license plate cameras with 68 "public safety successes" from July through September.

The department counts any arrest, lead, warrant, or traffic stop tied to a camera hit. Officers said the cameras led to a homicide arrest, 28 other cases cleared by arrest, and 24 recovered stolen vehicles.

The quarterly report, released Friday, showed violent crime down 1% and property crime down 11% from the same stretch last year. Deadly crashes rose 45%.

The cameras have drawn scrutiny this year. WRAL Investigates found internal audits listing former employees among Raleigh's 400-plus active Flock users; police say those accounts couldn't be used and changed how users are counted.

The city says every search must be documented with a case, warrant, or dispatch number, and user activity is audited.

Kyle Busch's 11-year-old son, Brexton, laid down a burnout and took his father's trademark bow Friday night at Charlotte Motor Speedway to close a public celebration of the late NASCAR champion's life.

Thousands of fans stayed at the Concord track after the Truck Series race for the tribute. Busch died in May at 41 after pneumonia turned into sepsis, his family said.

Brother Kurt Busch, team owner Joe Gibbs, and drivers including Kyle Larson and Christopher Bell shared stories before widow Samantha Busch took the stage. "This is not the end of Kyle's story," she said.

Earlier Friday, the NASCAR Hall of Fame unveiled a Busch exhibit featuring the No. 18 Toyota from his 2015 Cup championship. His 234 wins across NASCAR's top three series are the most ever.
