The Florida Department of Health has dropped a proposed exemption that would have let parents skip school vaccines for their children over "sincerely held moral or ethical" beliefs. Religious and medical objections remain the only options.

The notice, filed on Wednesday, revises the religious exemption form but keeps the rest of the proposal, ending school requirements for hepatitis B, chickenpox, Hib, and pneumococcal shots. State law doesn't mandate those four, so the department can cut them by rule.

Gov. Ron DeSantis turned to rulemaking after lawmakers repeatedly rejected his push to end mandates.

Federal prosecutors say a Pinecrest woman and her Coral Gables brother took secret vendor kickbacks for about two decades, costing sandwich franchise owners more than $80 million.

Janet Risi Field, 66, led Independent Purchasing Cooperative, the Miami-Dade nonprofit that negotiates supply prices for the chain's franchisees. Prosecutors didn't name the chain, but the co-op serves Subway franchisees. The family allegedly hid more than $60 million through shell companies, funding homes in Florida and North Carolina, jewelry, and private clubs.

The co-op's board, unaware of the scheme, fired her in 2021 and paid her more than $6 million in severance. She and her brother, Steven Louis Risi, 70, face up to 20 years on a money laundering conspiracy charge. She also faces wire fraud counts.

The draft comes two months after the State Board of Education appointed Commissioner Henry Mack. Violators, including interns and contractors, could be sent home or disciplined.

First Amendment experts call the head-covering language vague and say it could clash with Florida's religious freedom law. The department says employees can review and edit the draft before it's finalized.
