Prop 42 Backers Release Retirement Study

Supporters of Proposition 42, which would prohibit new taxes on the ownership of assets such as retirement and investment accounts, are pointing to a new study that estimates a hypothetical 1% annual tax on retirement and other personal assets could cut 401(k) income by 20% to 37%.

The measure's backers commissioned the analysis from Brad Williams, a former chief economist at the Legislative Analyst's Office. It projects a typical teacher could pay up to $261,737 over a career and retirement, though it doesn't identify any specific proposed 1% tax.

Prop 42 could also nullify Prop 40, the proposed billionaire tax, if both pass and Prop 42 gets more votes.

Opponents led by SEIU-United Healthcare Workers West argue in the official voter guide that the measure was "designed specifically to undo" the billionaire tax. Supporters counter that it shields Californians' savings from what they call double taxation.

Newsom Signs Laws Targeting ICE Tactics

Gov. Gavin Newsom signed a slate of bills Tuesday expanding state oversight of federal immigration enforcement, including a 25% tax on private detention facilities.

The new laws ban federal agents from using electric shock gloves and allow civil lawsuits against federal agents over alleged civil rights violations. Another law extends the state's power to investigate conditions inside detention centers.

Newsom said the package strengthens transparency, accountability and oversight of immigration enforcement, adding that the state is stepping up where the federal government has failed its communities.

The Department of Homeland Security countered that immigration enforcement is a federal responsibility under the Supremacy Clause, saying "no tax will stop ICE from deporting criminal illegal aliens." Earlier state limits on federal agents have run into legal roadblocks.

State Proposes Renaming Fremont Peak Park

California State Parks wants to rename Fremont Peak State Park in San Benito County as tooyohtak State Park, a Mutsun name meaning "place of the bees."

The Amah Mutsun Tribal Band requested the change in October 2019, citing John C. Frémont's documented role in violence against Native Americans. In 1846, Frémont led about 60 men in killing several hundred Wintu people near present-day Redding.

The Mutsun are an Ohlone-speaking people tied to missions San Juan Bautista and Santa Cruz. Frémont, later a U.S. senator, raised an American flag on a peak in the area that same year during a standoff with Mexican authorities, though historians disagree about whether it was the summit now known as Fremont Peak.

Public comments are due Oct. 23, and the State Park and Recreation Commission will vote on the proposed park name. The peak itself would keep Fremont's name for now, since State Parks doesn't control geographic feature names.

➤ Oakland: Police say 80% of the city's 911 calls were answered within 15 seconds in August, the department's best mark in six years and up from 37% in August 2023. The state standard is 90%, and 13 dispatcher jobs remain vacant. (More)

➤ Alcatraz: The island will close to visitors Oct. 26 through Nov. 18 while crews replace two pilings on its ferry dock. Ferry operator Alcatraz City Cruises is paying for the work, and visitors with affected reservations will be offered refunds. (More)
