"He agreed we would shut it down," Musk said. USAID, a President Kennedy-era initiative to counter Soviet influence, has faced criticism from Republicans since 1991 for being wasteful and promoting a liberal agenda. In 2023, it spent about $40 billion on various programs worldwide, some of which have drawn controversy. Dozens of senior USAID officials have been put on leave, thousands of contractors laid off, and employees were told Monday not to enter its Washington headquarters.
