A strong downburst packing 60 to 80 mph winds tore through the West Valley on Sunday night, knocking out power to tens of thousands of customers.

The storms collapsed carports, sheared the roofs off several mobile homes in Glendale, and toppled utility poles in Glendale and Phoenix. In Avondale, high winds sent at least eight large drainage culvert pipes rolling from a construction site into a neighborhood.

At one point Sunday night, more than 52,000 Salt River Project and Arizona Public Service customers were without service. APS reported dozens of downed poles.

Forecasters say chances for storms will continue through midweek, with the biggest chance of heavy rain and flash flooding Wednesday into early Thursday.

The state's mining industry will get a major federal boost through support for a potential $1 billion loan for a Pinal County copper project and a share of $180 million in nationwide mining education grants.

The announcements came as mining industry leaders from Arizona and other states attended a White House roundtable with President Trump on Friday in Washington, D.C.

U.S. Rep. Juan Ciscomani, R-Tucson, said the federal government recognizes Arizona as a leader in the nation's effort to produce critical minerals. Kray Luxbacher, executive director of the U of A School of Mining Engineering and Mineral Resources, called the school funding a historic investment.

The potential $1 billion loan from the U.S. Export-Import Bank would support Ivanhoe Electric's Santa Cruz Copper Project near Casa Grande, pending approval through the federal lending process.

A federal appeals court upheld a 2022 Arizona law that bans multi-county registrations and makes it a felony to register someone already registered in another state.

State Sen. J.D. Mesnard, R-Chandler, said the law also aims to block any future efforts to forward early ballots to people registered to vote in other states.

Voto Latino, Priorities USA, and the Arizona Alliance for Retired Americans challenged the law.

In a 35-page opinion Friday, the 9th Circuit rejected claims that the law was unconstitutionally vague. The ruling affirmed a three-judge panel’s November decision lifting a preliminary injunction.
