Tropical Storm Warning for Texas Coast

Tropical Depression 5 formed in the Gulf on Monday and is forecast to reach the upper Texas coast by Tuesday night.

A tropical storm warning runs from Port Bolivar east to the Vermilion/Cameron Parish line in Louisiana. Winds were near 35 mph Monday morning, and if they top 39 mph, the system will be named Edouard.

Rain is the bigger worry. Forecasters expect 3 to 6 inches from the upper coast inland through east-central Texas, with isolated totals near 9 inches, plus 1 to 3 feet of storm surge from High Island eastward.

Flood watches cover Southeast Texas, including Houston, where downpours could swamp streets on Tuesday. Brazos Valley forecasters have flagged both days as well.

CenterPoint Energy activated its emergency operations center on Monday. Crews and contractors "stand ready to respond to any service impacts," incident commander Jason Fabre said.

Granbury Hikers Missing in Grand Canyon

A Granbury chiropractor died, and his two hiking companions remain missing after flash flooding tore through the Grand Canyon over the weekend.

Heavy rain hit Saturday afternoon, sending water surging through Bright Angel Canyon and the Phantom Ranch area. Crews airlifted more than 60 people out, and nearly all the footbridges along Bright Angel Creek were destroyed. Two people are confirmed dead, and roughly 15 remain unaccounted for.

Family members identified John Giusti, 46, as the man whose body was recovered near Crystal Rapids along the Colorado River. Giusti and his friends had hiked to Bright Angel Campground, arriving Friday, and were exploring the area Saturday when the flood hit.

His companions—Brent Rosenkranz, 42, of Granbury, a martial arts instructor, and Timothy Allen Smith, 53, a NetJets pilot from Wyoming—are still missing.

"To his daughters, he was their ultimate hero," Giusti's wife, Janet, said in a family statement. Rangers warn that another round of rain could bring more debris flows and rockfalls, with the flood risk elevated to Level 3 of 4 on Monday.

Texas Lifts First Screwworm Restrictions

The Texas Animal Health Commission lifted livestock movement restrictions Monday in five counties, the first screwworm-infested zones released since the pest reached Texas in June.

The order covers parts of Gillespie, Kerr, Kimble, La Salle, and Webb counties. Ranchers no longer need permits or inspections to move livestock and pets within the released areas.

Months of trapping, surveillance, and sterile fly releases convinced officials that the wild population in those zones is gone. Several infested zones remain across Texas.

The USDA has confirmed 47 cases in animals nationwide, and the FDA cleared the emergency use of injectable ivermectin in cattle last week. Mexico resumed limited cattle shipments north on Aug. 24.

➤ Universal City: DNA from a Coors Light can in a suspect's Arizona trash led to a capital murder charge in the 1981 killing of 23-year-old Yolanda Herrera. Kelly Lee Brower, who lived in Universal City at the time, confessed, investigators said. (Read Story)

Supreme Court OKs Trump's Ballroom

The Supreme Court cleared the way Monday for President Trump to continue construction on the $400 million White House ballroom, ruling 5-4 that the group suing to stop it likely has no legal right to bring the case.

The justices did not decide whether the project itself is legal. The challengers argue that building on federal land in Washington requires the "express authority of Congress." The majority said that objection amounts to "mere offense, disagreement, or distaste," which does not qualify as a legal injury.

Chief Justice John Roberts sided with the court's three liberal justices in dissent, writing that the construction is "likely unlawful." Read the ruling here.

The administration says the project is already 65% complete, with crews working 20 hours a day, seven days a week. The lawsuit itself continues in court.

2 Dead, 15 Missing in Grand Canyon Rescue

Two people are dead and about 15 remain missing after flash floods tore through the bottom of the Grand Canyon, park officials said Monday.

About 60 campers fled across a footbridge minutes before the water destroyed it, then were flown out by helicopter. One told the media it "would have been game over" if a ranger had not ordered the evacuation.

The park says nearly all footbridges in the flooded area are gone, and about 40% of the pipeline supplying its water was damaged or destroyed. Phantom Ranch, the popular lodge at the canyon floor, is closed indefinitely.

The search continues under threat of more storms, with forecasters warning of "raging killer currents" in side canyons. The park is asking anyone who knows of hikers who were in the area Saturday to come forward.

Map Apps Split over 'Lake America'

Google Maps began showing "Lake America" to American users Saturday, after the federal names database formally adopted President Trump's order renaming Lake Ontario.

Apple may be next. Interior Secretary Doug Burgum told the media that "the president reached out to Apple directly," adding he expects the change to be "coming up soon."

Not everyone is falling in line. MapQuest flatly refused, posting, "We're not changing the name of Lake Ontario." The White House brushed off critics, claiming most of the lake's volume sits in U.S. territory.
