Iryna's Law takes effect in North Carolina today, imposing criminal justice reforms named after Iryna Zarutska, a 23-year-old who was fatally stabbed on a Charlotte light rail in August by a repeat offender previously released without bail.

Key provisions ban cashless bail for violent crimes and repeat offenders, limit pretrial releases, and mandate mental health evaluations for more defendants. The law also seeks to revive the death penalty, which hasn't been used in North Carolina since 2006, by exploring alternatives such as firing squads or the electric chair. Gov. Josh Stein says no executions by firing squad will occur under his administration.

Mecklenburg County Sheriff Garry McFadden warns the law will result in jail overcrowding and staffing shortages, while Chief District Judge Roy Wiggins says, "We feel prepared for Monday."

Separate laws also taking effect today prohibit political bias in disaster aid and heighten penalties for looting and child endangerment.

A three-judge federal panel on Nov. 26 unanimously rejected a request to block North Carolina's newly redrawn congressional map, clearing it for use in the 2026 elections.

Senate Bill 249 reassigns 10 counties between the state's 1st and 3rd congressional districts. The changes could weaken Democratic Rep. Don Davis' 1st District by reducing the black voting-age population from 40% to 32% and projected Democratic performance from 48% to 44%, while potentially strengthening Republican Rep. Greg Murphy's 3rd District.

Plaintiffs, including the NAACP and Common Cause, allege racial gerrymandering and retaliation against black voters. The panel ruled that the plaintiffs failed to prove their First and Fourteenth Amendment claims were likely to succeed and found no evidence that race predominated over partisanship.

New U.S. Census Bureau data shows North Carolina has the fourth-highest number of homeschooled students in the nation, representing more than 10% of the state's school-age children—404,036 out of a total of 3,991,805.

The findings, from the Household Pulse Survey conducted between July and August 2024, place the state behind only Alaska (14.65%), Delaware (11.6%), and Vermont (11.03%).

Homeschooling in North Carolina has grown by 40% over the past decade, according to state homeschool statistics, with a surge during the COVID-19 pandemic, driven by remote learning and increased interest in school choice.
